Britain and America have agreed to a significant bilateral deal that will ensure no duties on UK drug products entering the American market.

The Terms of the Accord

As part of the deal, the UK has pledged to boost funding on drugs through the NHS. This pledge guarantees that tariffs on these vital exports will be held at nothing for a timeframe of the next three years.

This deal follows earlier threats to significantly raise duties on patented pharmaceutical imports, with figures floated up to one hundred percent.

"This arrangement between the United Kingdom reinforces the worldwide climate for new treatments and brings much-needed equity to U.S.–U.K. pharmaceutical trade," a release noted.

Trade Importance

Medicines are one of the Britain's biggest export categories to the US, which is clearly the biggest buyer for major UK drugmakers.

Statistics indicate that in the one-year period to the end of last September, the UK sold drugs worth over eleven billion pounds to the US. This value accounted for 17.4% of British export trade in that period.

"This deal secures work, stimulates capital expenditure and sets the stage for the UK to become a international leader for medical research," a minister remarked.

Specific UK Commitments

The agreement includes several key changes from the British government:

  • Higher Cost Ceiling: The UK will raise the price threshold at which it considers new therapies to be too expensive by a quarter.
  • Increased NHS Spending: There is a goal to increase overall NHS spending on treatments from 0.3% of GDP to 0.6 percent over the following ten-year period.
  • Payback Limit: The amount pharmaceutical firms must return to the NHS to prevent overspending will be restricted at 15%. In the past, rebates topped 20%.

Recent Tensions

The pact follows a protracted dispute between the pharmaceutical industry and the ministers over drug pricing and approval rates.

These tensions were exacerbated by assertions that American consumers were paying several times more for the equivalent treatments than patients in the UK and Europe.

Over the last 18 months, several significant drug company projects in the UK have been paused or abandoned, while substantial investments have been announced toward projects in the United States.

The Science Minister acknowledged that the NHS must invest a greater share on drugs, noting that its budget allocation on drugs had decreased as a proportion of its resources over the previous ten-year period.
